Editor's Note

The Indian Maritime community celebrated the 43rd National Maritime day on 5th April 06 in the traditional manner. The theme chosen for this year’s celebration was “Maritime Education and Training – Road Map for the Future”. For Tolani Maritime Institute with its main objective of improving the knowledge base of its students, this provides a great opportunity to push its proposal to the powers that be. The rapid strides made by the Maritime Education & Training sector over the past few years are indeed remarkable. The number of young persons qualifying to go to sea as officers has increased manifold because of the liberal policy of the administration and sincere efforts of the entrepreneurs.

BIMCO/ISF manpower report 2005 acknowledges the rapid growth in supply of quality officers from India. It also brings out the fact that there still is a shortage of about 2 % and that it is likely to increase to 5 % by the year 2015 assuming a growth of shipping tonnage of 1 % every year. Based on this we can assume that there is no need to fear that the market is being flooded.

Graduation Ceremony

On 11th of May, we honoured our first batch of students who completed their degree programme ‘BS Nautical Sciences’ of Birla Institute of Technology, Pilani.  A special function was held at Royal Bombay Yacht Club, Mumbai where Dr. N.P. Tolani, Founder Chairman of Tolani Education Foundation, handed over the Provisional Certificates and Transcripts to the successful students.  We are happy to note that all three of them have created a bright future for themselves and are now progressing either in higher education or well placed on shore assignments.

Welcoming the guests, Capt PS Barve, the Course Co-ordinator of TMI and Adjunct Professor of BITS, Pilani, traced through the history of TEF’s collaboration with BITS, Pilani in distance learning, which has today culminated into three students getting their full-fledged degrees from BITS, Pilani.

He also highlighted the importance of a degree to a seafarer in today’s competitive environment and said this is a golden opportunity for our students, numbering more than a thousand, who have completed their Diploma Programme, to acquire a degree. Capt. Barve concluded the welcome address by giving special thanks to Dr. L.K. Maheshwari, Vice Chancellor BITS, Pilani and Dr. B.R. Natarajan Dean, Distance Learning Programmes Division of BITS, Pilani for their continuous support to TMI.

Dr NP Tolani, while handing over the degrees to the students and congratulating them on their achievement, recalled the unique and significant contributions made by Capt PS Barve in conceptualising, designing and then implementing the degree programme in collaboration with BITS, Pilani.  He was happy to note that many more students are about to complete their degrees in the near future.  He also advised the graduates to continue their learning process and wished them success in all their future endeavours.

The following students were honoured with their degrees on the occasion:

Mr. Mehul H Bhatt:
Youngest and dynamic student of our Institute with a sixth sense Mr. Mehul Bhatt completed his internship with WSA, Mumbai, a leading company in NVOCC Operations. His topics for research were “Ways & means of reducing the existing operational cost of WSA and Methods of increasing the existing market share of WSA”

Mr. Mehul Bhatt completed his graduation on 31st October 2005        
On the strength of the BS (Nautical Sciences), he has been able to get an appointment as Executive in Charge  - Safety & Quality Assurance Section, Mearsk Tankers, Rederiet A.P. Moller A/S in Copenhagen, Denmark.

Capt. Balbir Singh Garia:

This young mariner with a positive attitude joined our institute and completed his Internship with Fleet Management Ltd,          Hong Kong. His theme of research was “LNG Overview Commercial Viability & Shipping Economics”. He successfully completed his graduation on 15th January 2006.     

Capt Garia has secured the job of Manager (Tanker Group), with MMS Co. Ltd, Tokyo, Japan on the basis of graduation at this young age.

Mr. Aditya Malhotra:

Mr. Aditya Malhotra, a young sailor with a positive thinking graduated on 28th February 2006.    His research topic was “NVOCC – Understanding the operations and the Industry”.

On the basis of Graduation from TMI, he has been admitted for a Post Graduation Course (International MBA studies) in “The Instituteo de Empresa, Spain”. This institute is among the top 20 International business schools of Management, Ranked No. 1 in Spain, No. 3 in Europe and No. 12 in the world according to the 2006 MBA programme ranking published by “Financial Times, London”.

IMO in action

Guidelines on fair treatment of seafarers adopted by IMO Legal Committee Guidelines on fair treatment of seafarers in the event of a maritime accident have been adopted by the IMO's Legal Committee, at its 91st session in April 2006.

The Guidelines, developed by a Joint IMO/ILO Ad Hoc Expert Working Group on the Fair Treatment of Seafarers in the Event of a Maritime Accident, will also be submitted to the ILO Governing Body, which meets in June, for adoption.

The Guidelines recommend that they be observed in all instances where seafarers may be detained by public authorities in the event of a maritime accident.

Seafarers are recognized as a special category of worker. Given the global nature of the shipping industry and the different jurisdictions with which they come into contact, they need special protection, especially in relation with their treatment by the public authorities. The objective of the Guidelines is to ensure that seafarers are treated fairly following a maritime accident and during any investigation and detention by public authorities and that detention no longer maintained than is necessary.

The Guidelines give advice on steps to be taken by all those who may be involved following an incident: the port or coastal State, flag State, the seafarer's State, the shipowner and seafarers themselves. The emphasis is on co-operation and communication between those involved and in ensuring that no discriminatory or retaliatory measures are taken against seafarers because of their participation in investigations.

These guidelines follow the resolution adopted jointly by the IMO Assembly and the ILO Governing Body last December (A.987 (24)).
Member Governments are invited, in the resolution, to implement the Guidelines as from 1 July 2006.

The Best Performing Student Award

Cadet Ashwani Kumar Sharma, ID No: 2001FZNS558 of Sanmar Shipping Co has been adjudged as the Best Performing Student for the year 2005. This award is decided on the basis of a cadet’s performance in all the three semesters during the Diploma programme.

A Ladder to success

With 8 long years in the field of Distance Learning in collaboration with BITS, Pilani, Tolani Maritime Institute along with a strong foundation and permanent faculty of Master mariners & Chief Engineer has attained new goals. The Institute is about to launch a course on “P & I Club” for marine and shore based officers through distance-learning mode very shortly.

Looking back– our research & development of study material and time-to-time improvements on different fronts, we have made the distance-learning programme “A Customer friendly studies”. We have enhanced our structure-based studies to include knowledge base studies. The following aspects have been duly considered:

  • Participant’s performance:
  • Perfection in Knowledge transferred to the participant:
  • Motivation of participant:
  • Alignment of learning:
  • Evaluation and assessment of learning style of participants:
  • Created a relationship between the learning methods and the students:

Our courseware on functional subjects is undergoing a sea change and by June students joining these semesters shall find studies a little more education based with equal rigour but less repetition.

Our students in C semester are encouraged to discuss these aspects with the faculty and be determined to obtain the BS degree. They must realise that the IGNOU and the Mumbai University degrees are now available for cadets and our students may miss the boat for graduation if they do not continue their degree studies on completion of the Diploma. Needless to state that the BITS degree has a higher content and respect as has been discovered by our recent graduates
